This message tells you that a TSTALM block has a lower block number than the block whose status it is testing. This may be ignored, because there are ways of making the block processing not follow block numbers. These messages exist because in a redundant module switchover, the first scan of the module may have indeterminate or incorrect values for the blocks being tested, as it will not have been executed.
