DBDOC-CHECK TSTQ.ERR

These messages show places where TSTQ block inputs come from constants. The TSTQ block inputs must have quality. If they do not, the test is useless. However, testing quality of executive constant blocks appears to be a common way to look for whether or not a source is working or bad. Also, testing constants is generally visible and often intentional, acting as a simple place holder in multipurpose logic.
