Running partial builds

Sometimes a partial build of a project may be sufficient:

• When a build was completed and only a partial rebuild is required, Running a short build from cfg stage allows a project to be partially rebuilt, without repeating database and graphics extractions and other checks
• When MediaView was interrupted before creating an M14 file, all that is necessary is Running MediaView compiler.
